The pressure of the community can bring common sense back into it. In other words, these bureaucrats are accountable to the community and can be pressured to change or removed quickly. But when the bureaucrats controlling such things reside in Washington, then what? Entrenched with the power of the federal government behind them, these folks could care less and have no reason to. If this rule had been a federal one not a local one, this little kid would be serving time now. Good post.
